Electrical Control of Work Authority / Senior Authorised Electrical Person (SAEP) within a project delivery team on a 6-month contract involves a comprehensive set of responsibilities focused on the safety and effectiveness of electrical isolations.

Key Responsibilities

1. Safety and Rules Implementation:
   • Ensure function Safety Rules are followed.
   • Oversee the implementation of safety protocols in practice.
2. Isolation and De-Isolation:
   • Conduct or supervise electrical/mechanical isolations and de-isolations.
   • Manage the tagging and verification of valve isolations in the field.
   • Sign isolation certificates to verify each isolation.
3. Switching and Energisation:
   • Supervise or execute switching on electrical/mechanical systems.
   • Collaborate with the Permit Issuer for the removal of isolations and system energisation.
   • Ensure Permit to Work (PTW) process aligns with control of isolations.
4. Access and Key Control:
   • Determine limitations of access.
   • Manage lock boxes and control keys for all construction and commissioning isolation controls.
   • Maintain the isolation register for all construction and commissioning activities.

Senior Authorised Person (SAP) Duties

• Safety Assurance:
  • Ensure contractors/vendors work safely with necessary precautions per PTW.
  • Base precautions on Risk Assessment/Method Statement (RAMS).
  • Review and accept RAMS and all supporting documents.
• Supervision and Coordination:
  • Establish appropriate supervision levels.
  • Ensure the Performing Authority understands PTW and Isolation Confirmation Certificate (ICC) conditions.
  • Coordinate works to prevent interference with other nearby tasks.
• Documentation and Inspections:
  • Ensure approved RAMS/ICC is available and kept with the PTW.
  • Inspect worksite and access areas.
  • Verify that the proposed work doesn t interfere with other ongoing tasks.
• Communication and Monitoring:
  • Engage with Permit Issuer for proper LOTO and ICC references in PTW.
  • Ensure hazards are understood, and precautions are verified.
  • Monitor compliance with precautions via client Site Team.

Permit Issuer (PI) Duties

• Permit Management:
  • Issue Construction and Commissioning Permits.
  • Ensure permit requests have necessary information and contractor review.
  • Populate and approve permits upon completion of the request form.

Authorised Isolator (AI) Duties

• Isolation Implementation:
  • Carry out isolations and complete ICC.
  • Plan energy isolations with SAP, AI, or Commissioning Engineers.
  • Cross-check and sign off isolation points.
  • Report any issues to SAP.
• Verification and Approval:
  • Ensure energy isolation integrity and monitor throughout the isolation duration.
  • Verify each isolation point s integrity with ICC cross-checks.
  • Decide on any Special Technical Tests (STT) in consultation with SAP and Performing Authority.
