About The Role

FDM is a global business and technology consultancy seeking experienced Project Managers to support our client in the delivery of a major portfolio of infrastructure projects.

You will play a key role in delivering high-profile construction and infrastructure projects across the Leeds region, supporting city-wide regeneration, transport improvement, and public realm initiatives. Working in a client-side environment, you will collaborate with local authorities, consultants, contractors, and senior stakeholders to ensure projects are delivered safely, effectively, and in line with programme objectives.

This is an exciting opportunity to contribute to major public sector capital investment programmes that will have a lasting impact on connectivity, economic growth, and the future development of West Yorkshire.

This contract runs initially until March 2027, with the potential for extension. The role requires attendance within the Leeds and West Yorkshire area approximately one day per week, with the remainder of the time working remotely.

About the Role

We are seeking experienced Project Managers with a strong construction delivery background to lead the successful delivery of capital projects ranging from £5 million to £100 million in value.

You will be responsible for managing projects throughout their lifecycle, ensuring delivery against scope, schedule, budget, and quality objectives. Working closely with project teams, contractors, consultants, and local authority stakeholders, you will provide leadership across a diverse portfolio of infrastructure and construction initiatives.

The role requires strong project governance, commercial awareness, stakeholder management, and delivery expertise. You will act as a trusted client-side representative, driving successful project outcomes while ensuring alignment with WYCA’s wider transport, regeneration, and infrastructure objectives.

Responsibilities

• Managing the end-to-end delivery of major construction and infrastructure projects valued between £5m and £100m
• Developing and maintaining project plans, schedules, budgets, and delivery programmes
• Acting as the client-side lead and primary point of contact for project delivery activities
• Coordinating contractors, consultants, technical specialists, and delivery partners
• Managing project governance, reporting, assurance, and decision-making processes
• Overseeing project risks, issues, assumptions, dependencies, and mitigation activities
• Monitoring project performance against agreed scope, budget, timeline, and quality requirements
• Supporting procurement, contract administration, and commercial management activities
• Ensuring compliance with relevant regulatory, health and safety, and governance requirements
• Providing regular reporting and delivery updates to programme leadership and governance boards
• Facilitating stakeholder meetings, workshops, and project review sessions
• Building and maintaining strong working relationships across local authorities, contractors, consultants, and senior stakeholders

About You

• Proven experience delivering construction projects valued between £5m and £100m
• Strong project management experience within construction, infrastructure, civil engineering, or capital delivery environments
• Demonstrable experience managing projects through the full project lifecycle
• Experience operating within a client-side project management role
• Strong stakeholder management skills across multiple organisations and delivery partners
• Experience managing project governance, reporting, planning, and assurance activities
• Ability to manage project budgets, schedules, risks, and commercial considerations
• Strong communication, leadership, and relationship management skills
• Experience coordinating multidisciplinary project teams, consultants, and contractors
• Ability to operate effectively within complex delivery environments

Nice to Have

• Experience working within local government, local authority, combined authority, or wider public sector environments
• Experience delivering highways, transport, active travel, regeneration, or public realm projects
• Familiarity with NEC contract frameworks and contract management processes
• Experience working within major capital investment programmes
• Knowledge of public sector procurement and governance requirements
• Experience managing complex stakeholder environments involving multiple delivery partners
• APM, PRINCE2, ChPP, RICS, CIOB, or equivalent professional qualifications
• Experience supporting Transforming Cities Fund (TCF) or similar government-funded infrastructure programmes
