A Local Authority based in Nottinghamshire are seeking to appoint a permanent Building Surveyor to look after their commercial property portfolio. A fantastic opportunity to work for a leading council managing a diverse corporate portfolio. This is a permanent vacancy paying up to £41,223.00 – full time Monday to Friday. To assist in providing a professional and efficient service to effectively manage and deliver the maintenance, improvement and renewal of the council’s land and building assets, including planned and reactive maintenance, and any new developments.
Your new role 1. To assist the Asset Manager and Deputy Asset Manager in providing a good asset management service to the council.2. Respond to and deal with reactive non-planned repairs dealing with site inspection, analysis of problem, identification of works required, appointment of contractor and supervision of repairs on a variety of commercial properties.
3. To undertake schedules of dilapidations and condition surveys, preparing, co-ordinating, executing and supervising a planned programme of maintenance, repair and renewal of the council’s assets, together with reactive maintenance and major works.
4. To prepare specifications, designs and drawings, contract and tender documentation, procure services, complete tender appraisal, appoint contractor, prepare contract documents including comprehensive specifications such as NBS and deliver works in relation to projects and statutory testing for service contracts such as electrical periodic inspection & testing, portable appliances (PAT), gas appliances, emergency lighting, fire extinguishers, legionella, passenger lifts, display energy certificates, lightning protection, intruder and fire alarm, air conditioning, LOLER inspections, automated doors, fall protection systems.
5. To provide on site supervision and inspections to ensure contract standards have been met and to take action to rectify defects.
6. To assist in ensuring all statutory requirements are met, to effectively control and to keep appropriate records in relation to health and safety, electrical installation and gas safety testing, legionella, DDA, etc.
7. To assist the Deputy Asset Manager (Facilities) in implementing the Energy Strategy for the Council, making appropriate recommendations for development of the strategy, and delivery of the Council’s Carbon Management Plan.
8. To assist in undertaking Principal Designer duties in accordance with the Construction Design and Management Regulations (CDM) 2015.
9. To prepare and submit the following applications/consents: planning, building control, listed building and scheduled monument.
10. To procure and appoint specialist consultants i.e. structural, mechanical, electrical, landscaping, drainage and heritage to support project work and planning applications/ building consents.
11. To provide a client-facing approach: to liaise with client officers; prepare project briefs including estimates based on relevant information available such as Building Cost Information Service (BCIS) and Spon’s price book. Prepare feasibility studies and appraisals; and provide day to day advice and guidance to all council officers and councillors, as required.
12. To provide valuations of the council assets for insurance purposes using relevant information available such as the Building Cost Information Service (BCIS).
13. To ensure that all data captured through surveys and programmes of work is processed/maintained through the systems which support Asset Management decisions including:
• Asset Management Software Systems
• Asset Registers
• GIS Mapping Software
• Building Plans and Files
14. To deliver all works and projects on time and to agreed levels of quality and budget, including effective budget monitoring and management.
15. To assist in recording, preparing, monitoring and reporting performance measures.
16. To observe and comply with the council’s financial regulations, standing orders and procurement policy.
17. To be aware of personal and professional development needs and to take responsibility for keeping up to date with current legislation, good practice, new technologies and software.
18. To assist in carrying out any duties relating to urgent/critical/crisis/emergency matters, including working outside of normal working office hours when required and to be available for emergency call out, as appropriate.
19. To assist in preparing and presenting reports and attend council meetings as and when required.
20. To assist with the day to day management of the Council’s industrial, office & retail property portfolio
21. To assist with Land & Property sales and purchases.
22. To assist with the valuation of freehold and leasehold property
23. To provide accurate plans for various purposes as required by client service areas and identify land ownerships.
24. To undertake any other appropriate duties commensurate with the grade as required by the Asset Manager and Deputy Asset Manager.
What you’ll need to succeed
QUALIFICATIONSEssential: Degree or equivalent
Desirable: Full membership of RIBA, CIOB or RICS, or an equivalent qualification/ professional body.
Essential: Minimum five years experience delivering small and medium sized commercial building works and projects:Essential: Financial knowledge and experience related to commercial projects, such as programme and budget monitoring and management
Essential: Commercial acumen i.e. commercial awareness and mindset.
Essential: Knowledge and experience of: building regulations; legionella management, Health and Safety legislation; DDA; CDM regulations.
Essential: Procurement and JCT/NEC forms of contract
Essential: Preparation of designs, specifications and contract documentation, design and cost estimates for future works
Essential: Thorough understanding of gas safety regulations, electrical installations etc.

Desirable: Knowledge and experience of repairing and maintaining listed buildings and scheduled monuments.
Desirable: Experience of developing energy saving strategies and delivery of Carbon Management Plans.
Desirable: Knowledge and experience of commercial leases and licenses.
